Opening hours
There are two components for the tuition fees of international students:
- General tuition applicable to Québec student
- The tuition fee supplement required by Ministère de l’Enseignement supérieur, in accordance with the Politique relative aux droits de scolarité exigés des étudiants étrangers par les universités du Québec (Québec University Tuition Policy for International Students
Mandatory health and hospital insurance
Under Québec and Canadian immigration law, non-Canadian students must have valid health and hospital insurance for the duration of their stay in Canada. Université Laval and a number of other Québec universities have negotiated a compulsory group health and hospital insurance plan for these students.
As soon as they register, international students are automatically covered by the compulsory health and hospital insurance plan. The plan cannot be replaced by any other insurance plan.

Supplemental tuition fee exemption scholarships and programs
The government has a number of supplemental tuition fee exemption scholarships and programs that make it possible for international students to pay the same tuition fees as Québec students. The policy on tuition fees for international students at Québec universities has 9 exemption categories. Here are a few of them.
Exemptions applicable to French and francophone Belgian students
Under the student mobility agreements between the Québec and French governments or the Québec government and the government of the French Community of Belgium, French and francophone Belgian students may be eligible for the exemptions from differential tuition fees.

Ministry exemptions
Ministère de l’Éducation grants international students exemptions for their supplemental tuition fees. Check below to see if you fall under one of these categories.
To qualify for the supplemental tuition fee exemption, you must:
- Be the spouse or child (aged 21 years and younger) of a foreign national holding a valid closed work permit that indicates the name of a specific company located in the province of Québec. Open work permits do not qualify for this exemption, with the exception of the post-graduation work permit.
Required documents
- Work permit showing the type of employment and the employer’s name and address or post graduation work permit
- Official document proving the relationship between the holder of the work permit and the student

If you’re a protected person and hold a Québec Selection Certificate (CSQ), you qualify for an exemption from the supplemental tuition fees for international students.
To qualify for the supplemental tuition fee exemption, you must:
- Be recognized, under the terms of the Immigration and Refugee Protection Act, as a refugee, protected person, or person in need of protection
- Hold a CSQ
Required documents
- Québec Selection Certificate (CSQ)
- Document delivered by the Immigration and Refugee Board (IRB) or Immigration, Refugees and Citizenship Canada (IRCC) formally recognizing your status as a refugee, protected person, or person in need of protection

Protected persons who don’t hold a CSQ pay the tuition fees for Canadian students from outside Québec.
To qualify for the supplemental tuition fee exemption, you must:
- Be recognized, under the terms of the Immigration and Refugee Protection Act, as a refugee, protected person, or person in need of protection
Required documents
You most provide a document delivered by the Immigration and Refugee Board (IRB) or Immigration, Refugees and Citizenship Canada (IRCC) formally recognizing your status as a refugee, protected person, or person in need of protection.

You must submit your documents during the semester for which you are registered. Requests for previous semesters will not be processed.

To qualify for the supplemental tuition fee exemption, you must meet one of the criteria below:
- Be a sponsored family member who holds a CSQ, indicating family reunification (box 9) and a federal office (box 17) located in Canada (Edmonton or Mississauga), for a permanent residence application
- Be a caregiver selected for permanent resident status as a worker
- Be the family member of a refugee living in Québec who is included in the refugee’s application for permanent residence
- Be selected for humanitarian reasons
Required documents
- Québec Selection Certificate (CSQ)
- Proof that the application for permanent residence has been submitted for all cases except the family members of refugees

You may also qualify for an exemption from the supplemental fees if you:
- Are the spouse or child (aged 24 years and younger) of the staff member of a diplomatic mission, permanent mission, consulate, embassy, or foreign government office
- Are on the staff of a diplomatic mission, permanent mission, consulate, embassy, or foreign government office
Required documents
Original proof of student status with the Protocole du gouvernement du Québec seal and the signature of the official Protocole representative. You must provide a new proof of student status document each year.

Exemption scholarships granted under the program of studies
Since Fall 2023, Ministère de l’Éducation allows Université Laval to offer a limited number of exemption scholarships from differential tuition fees. These exemption scholarships are awarded to academically outstanding international candidates selected by Université Laval and enrolled in one of the eligible programs of study in the employment sectors identified as priorities by the Québec government. Exemption scholarships granted under cooperation agreements
Supplemental tuition fee exemption scholarships are granted to a set number of students through cooperation agreements and bilateral accords signed between the Government of Québec, foreign governments, and international organizations. Université Laval exemption scholarships for doctoral students
Each semester, Ministère de l’Enseignement supérieur (MES) allows Université Laval to offer supplemental tuition fee exemption scholarships to a set number of international students enrolled in its graduate programs. Université Laval has expanded this exemption scholarships for doctoral students. All international students enrolled full time in a regular doctoral program or having a valid proof of full-time studies, holding a valid study permit and studying in Québec can pay the same tuition fees as Québec students by following the steps for the first request below.
The Student Awards and Financial Aid Office (BBAF) is responsible for managing the exemption scholarships for doctoral students.
Only students who have received an offer of admission for a regular doctoral program are authorized to apply for an exemption scholarship.
- Fill out BBAF’s online form
- Provide proof that you have applied for an exemption scholarship from your home country (only for applicants from countries that have signed an agreement with Québec - see the list of countries with agreements). If your country isn’t on the list, you won’t need to provide proof.
Deadlines
Please note that to be eligible, you must be registered as a full-time student and you must send your exemption scholarship application form to the Student Awards and Financial Aid Office (BBAF) by the deadline shown below for each semester.
- Exemption for the summer semester: August 31
- Exemption for the fall semester: December 31
- Exemption for the winter semester: April 30

Exemptions for French courses at Université Laval
Foreign students who are enrolled in a program leading to a degree (bachelor’s, master’s, or doctorate) and a French course recognized by Ministère de l’Enseignement supérieur will be exempt from supplemental tuition fees for this course only.
