Pierre Lemieux
Professor Emeritus
Pierre Lemieux is known the world over for his work in administrative law and has played a very active role in the organizations of the Francophonie. As director of the Institute for Advanced International Studies (Institut québécois des hautes études internationales, or HEI, now the Graduate School of International Studies) from 2009 to 2012, he built a large international network that enabled Université Laval to nurture valuable partnerships.
An accomplished professor and dedicated dean
Professor Pierre Lemieux has written numerous articles and other works on administrative and public law, including his seminal Droit administratif: doctrine et jurisprudence, now in its seventh edition. In addition to his scholarly publications, he has also contributed to the development of research organizations, to which he regularly lends his expertise. For example, he chairs the scientific council of the Jean Monnet Chair in European Integration, where he plays a crucial role. A respected educator, he has lectured at Barreau du Québec's École de formation professionnelle et permanente and the Québec provincial government. He has also been a visiting professor at universities in North and South America, the Caribbean, Eastern and Western Europe, Africa, and Asia.
Pierre Lemieux had a profound impact on shaping the Faculty of Law during his two terms as elected Dean and one interim appointment. He was particularly keen to expand graduate programs, so he created the first joint degree programs. These led to a significant increase in enrolment and enhanced the Faculty's international profile. He later played a key role in brokering an agreement with Université de Bordeaux to create Plateforme Laval-Bordeaux pour les études transnationales, internationales et européennes (Plateforme LaBoÉTIE).
In 2009, researchers and management at Université Laval called on Lemieux to lead Québec's Institute for Advanced International Studies (HEI) on account of his management skills and the strength of his international network.
A reputation extending throughout the French-speaking world
Lemieux has long been actively involved in various international bodies, especially those that promote education and the French language. He was a member of the Association Council of Agence universitaire de la Francophonie (AUF) from 2001 to 2009, a role that led him to chair the legal group of the Asia-Pacific Consortium d'appui aux formations et filières universitaires francophones. Professor Lemieux also served as president of Conférence internationale des facultés de droit ayant en commun l'usage du français from 2001 to 2005 after several years as vice-president. These positions gave him the opportunity to help develop a number of teaching and research programs in Europe, Asia, and the Caribbean.
Professor Lemieux's reputation as a researcher and administrator is such that he has been recognized by the Canadian Who's Who and the Contempory Who's Who of professionals. But his impressive international track record hasn't kept him from working tirelessly to elevate Université Laval's standing abroad. Through his efforts and stewardship, the University has helped organize prestigious events such as l'Université d'été sur la francophonie des Amériques and enhanced its international profile in the process.
